Dear international students,

As you can see, it is snowing rather heavily (by Osaka standard), and
because of accumulated snow, streets may be slippery or may be even
frozen, especially during night time. All students are advised to take
extra cautions when moving outside.

It is advisable that you walk your bicycle and do not ride it (unless it
is very necessary) until the weather gets clear and snow on streets are
gone.
